1999 Honda Accord Car won't start, NOT the battery

My honda accord won't start. It is not the battery, as I can turn the key and get the radio and heat on.

It sounds like a main relay failure, except that it is 40 degrees outside.

Starting a few weeks ago, I would turn the key and it would growl and fail, and then work the second try. Lately, it has been sluggish at the start. Today it would not start until like the 8th try, but at that point I was too afraid to go anywhere. I let it run a few minutes, turned it off and tried again, and it failed to turn on.

What is it?
