1999 Honda Accord car shakes around 25mph

I just bought a used 1999 Honda Accord, with 104,000 miles, there appears to be a very small leak around the water pump area, in which I will probably get the timing belt and water pump replaced and I guess seal a couple things down there (my friend tells me). But my question is, around 25 mph, it shakes or wobbles. The car drifts alittle to the right, but drives very smooth after 30 mplh. I bought 4 new tires, but still when you drive slow around 25 mph it wobbles. P.S. Also when breaking and it's around that 25mph, it jolts.
What do you think is the best possible solution, so I can sleep knowing I didn't buy a lemon.

I can write a couple of paragraphs of what to look for, but I'll just write a few to get you started in the right direction. Everything that you described (exception to water pump and timing belt) has to do with suspension.

Raise the front of vehicle. Check all your suspension units. All 4 ball joints, all four tie rod ends, two link kits and two bushings for the sway bar, and lastly the strut assembly. Grab the tire left and right, end to end, and try moving it front to back. If it moves more than 1/8", check your tie rods more closely. Now Grab the tire top and bottom, and move it up and down. If if moves more than 1/8", double check your ball joints.

As for your timing belt, factory recommends replacement at 60K, but most drivers ignore the fact. 110K miles is when most timing belt failure occurs due to neglect. As yes, replace your water pump at the same time.
