1999 Honda Accord brake light warning light

My 1999 Accord brake light won't go away even after I refilled the brake fluid. Is there any other problem for the light to come on beside low level of fluid. I know my rear brake pad is low (10% left) and one tail light need to be replace. Is this the cause of the warning light? Thanks for any response.

the tail light alone could be the problem. if i were you and you live where is snows, get rear brakes before winter. front brakes alone will not stop you in the snow.
