1998 Honda Accord Gas Pedal

I just had a tune up and they adjusted the timing. Now my gas pedal sticks. Sometimes it won't go down at all when I place my foot on it. It appears to get somewhat better as I drive it. The mechanic says this problem should resolve the more I drive it. Something about moving a "butterfly" back created a space with "build up" that the system has to work through and it will eventually clear this away for a smoother process. Does this sound correct?

If the throttle body had been cleaned, then the factory settings on the throttle valve had been tampered with.

If the throttle body had not been cleaned, get some carb cleaner to clean the throttle body near the valve closed position.
