1998 Honda Accord Air Conditioning does not feel cool

I had the AC Expansion Valve, receiver/drier and the cabin filter replaced less than two months ago. The AC worked fine after the repairs but recently I noticed that the AC is not getting cold again.
The AC would pump out cold air for about 10-15 sec and then it would feel like regular vent blowing again. This cycle would repeat except that the time when the cold air pumps out decreases the more you drive.
I checked under the hood and noticed some leak around the condenser and around the low pressure end. Could this be the main cause of the problem or there are other problems that could be associated with this short interval cooling of the AC unit.
