1997 Honda Accord Air conditioning not coming out freezing

I have a 97 honda accord special edition and I have a issue with my a/c where it feels great if im driving early in the morning or at night, but when the sun is out and its the hottest part of the day (usually between 12pm-4pm) the air doesnt come out cold. It feels more like just a fan so I dont really bother to use it during that point of the day. I recently replaced the high side and low side lines along with the compressor as I recently had a leak from those 3 areas. During the diagnosis of the 3 leaks, the tech told me that my condenser and evaporator both were working fine. After I replaced those parts I had the system charged with free-on by my mechanic around 3pm during a hot and humid day and he also noticed that the air was not coming out nearly as cold as it should. He told me that it could be one of two problems. He said my expansion valve might need to be replaced as well as the receiver/dryer. I was out late driving that night and the a/c felt very good. Could either of these two things be my issue? Just need a strong second opinion
