1997 Honda Accord AC Stops Working - Then Resumes

The car's AC is initally ice cold for at least 20 minutes. Then, it slowly fades to outside air temperature (the fan blows normal speed). Shut off everything, or just the compressor button for 5 or more minutes, then it's immediately ice cold again when the compressor is turned back on. I was wondering if the expansion valve or thermostadt might be failing ? Could the evaporator be "freezing up" ? A lot of water drips out as soon as parked. I am experienced enough to replace any parts (I have even rebuilt an automatic transmission) but I know better than to try to evacuate and recharge the R134 system.
