1996 Honda Accord getting shifter out of park

I have encountered a problem with getting the car out of park. When you touch the brake the release button on the shifter will not move. Eventually it moves and I am able to get the car in gear after playing around with it. I contacted the Honda dealer and they will diagnose the problem for $41 and then give me an estimate for repair. Do you know what the problem may be and the estimated repair cost?

This is either due to a faulty brake switch or interlock solenoid.

When depressing the brake and shifter could not be disengaged, check if the brake lights are working. If yes, listen for a clicking noise from around the gear shift. If there is a clicking noise but shifter could not be moved, it should be the solenoid linkages that needs to be checked.
