1995 Honda Accord 4 cyl Front Wheel Drive Automatic

My daughters 95 honda ex 198,000 miiles. Shakes the steering wheel when applying brakes from about 60 mph, don't feel and vibration in steering wheel when braking at lower speeds. Brake pads replaced about 20,000 miles ago and lot of pad left, wheels and tires are balanced every 6000 miles. Does anybody have any ideas. Thanks in advance

You either need to replace the rear drums or the front rotors.

A quick test is to lightly apply the parking brake while at 60mph to see if the brakes pulsate. If they do, replace the rear drums.
