1995 Honda Accord Speedometer only works intermittently

Here's the situation:

1. All three instruments (Speedometer, Odometer, and Trip Meter) go out at the same time

2. They work (or fail) together; this is sporadic and intermittent, without an obvious reason or pattern to the failure.

3. Cruise control works fine (and has been in use at times when these instruments fail).

4. The failure can last any length of time, from split seconds (as the speedometer needle "flutters") to minutes (the longest was about 28 minutes on a freeway).

5. The VSS has already been replaced, with no change in the erratic behavior.

How should I proceed for troubleshooting?

It sounds like you have a faulty cluster. You can just replace the speedometer portion of your cluster if need be. These are somewhat common on honda's and I have seen a few cause what you are explaining.

In order to catch this, you will have to make sure the cluster is getting all it's proper signals when it has failed. This will tell you that the circuit is fine and the cluster is just not responding and has failed. This may be tricky to catch though.
