1995 Honda Accord CV Boots ripped open

I have both outer CV Boots in need of replacement, what is the procedure for replacing these? there is also some sort of inner CV boot on the driver side axle. It is ripped open and there is that high-temp grease squirted all over the area surrounding it. I believe there is also an inner seal for the inner CV Boot. What would be a good replacement brand for the CV Boots inner seal? I also recently replaced the oxygen sensor with the Denso brand, however I haven't noticed any change in the mpg on it. It is around 20MPG in town, but the rated City mpg is around 23-24. What would be a way to increase my MPG? Right now I'm using Lucas Upper Cylinder Lubricant, it seems to be helping a little. I also only use Chevron gas, it seems to help also. One last question, what is the maintenance schedule for this vehicle? Thank you for any help with this.
