1993 Honda Accord Replacement of water pump

Is it neccessary to pull the engine to replace the water pump and timming belt or can it be done another way

That is done right there in the car. If a shop told you the engine needs to be pulled, they shouldnt be allowed to work on it. Replace both timing belts and check all the idler and tensioner bearings while in there.
