Electrical problem

Most of the time my car will start up just fine and sometimes while i'm driving it will die and when it dies the horn and hazard lights make a buzzing sound when i try to turn them on but when i turn the steering wheel (i keep turning it until it honks) then my car will start just fine. It seems to die more when i use the headlights. Most of the time it wont start when i first try to start it and i turn the wheel until the horn or hazards work then it will start. I think its something electrical in the steering column (because of the headlights making it die and turning the wheel in a certain position makes it start back up) just wanting some advice and don't have the money for costly repairs.
