1991 Honda Accord Low RPM stalls

I've been having problems with my car. 2 years ago the timing belt slipped when accelerating to highway speeds. The mechanic worked on it, and it now runs. However, the car has not been the same sense. Mileage dropped from 26~28mpg to 21~22mpg. But here's the real problem: whenever I am idling and do anything, the car threatens to stall, and sometimes succeeds. Here are a few of the scenarios:

*Pressing the brake peddle while the car is in Park, idling.
*Lightly pressing the brake to shift out of Park and into Reverse, Neutral, Drive.
*Rolling up a window while the car is idling
*Having the A/C on while idling at a stop light
*turning on my headlights while stopped
*Having a passenger open the door and activating the automatic seat belt.

And here is some more information that I don't know if it's related, but extra information never hurt:

*When taking air from outside (non-recirculate), there is a small hint of oil smell
*The car shakes really bad when the RMP gets close to stalling
*The engine idle's best at about 800rpm, but goes to about 200 when it shakes and shudders. It usually spikes back to about 1000, and back to 800 and keeps running, but occasionally just stalls out.
*When I turn off the engine for a little bit (as to fuel up the car), it always has problems staring again. I have to wait about 2 minutes for it to turn over, and even then I have to keep the RPM up or it _will_ stall out.
