The bottom-most pulley on the motor seems to be "rubbing" it's way through the plastic cover on the motor behing it. Is this the pulley being "pulled" into the motor, or is it more likely that the plastic has swelled up for some reason? What would be the cause of this, and what is the easiest way to fix it?

With the engine running I would bet that the pulley wobbles. Right? You are headed for a problem. Stop driving the car. Get a new harmonic balancer as that one is shot. Make sure that the keyway on the engine crankshaft is not ruined. Let me know.

I just changed the water pump and timing belt and i am almost done but i noticed that the crankshaft pulley is touching the timing cover. so i turned the crankshaft to see if they touch together on a full rotation and they do so i was curious what exactly do you mean by check the crackshaft key to make sure its not ruined?
