Honda recently failed emissions. First test failed miserably. I replaced upstream O2,PCV,air filter. Second test passed all but CO at low speed 15mph. Reading 1.15/allowed .76. Car starts, runs,good 28mpg????

I think you know where this is going. You didn't really ask a question, but I see one.

Let me say this. The Japanese have higher emission standards than we do. That is why they are flooding out shores with used engines. After 30 to 40K they pull the engine and replace. They send the old over here. I am not defending our system nor am I criticizing the inconsistent manor the US chooses.

What I am getting at is you might need to take on the cat and the lower o2 as well.

It could be that a slight mod in the timing could jump you over the hurdle. The answer isn't obvious.
