1990 Honda Accord engine wont fire and lights/horn are somt

My used 1990 honda accord was running fine for the first 3 weeks. Now it wont start or crank at all. The lights and electronics work only when I fiddle with the battery cables. I know the battery is good, I had it checked plus its brand new. When I turn the key I hear the click then the electronics shut down and the car does nothing at all.
I put shims on the battery terminals and cleaned them and the cables with wd40 and nothing changed except that now there is a weird noise coming from under the passenger seat when the car is off. I try to turn on the lights and the noise stops but the lights dont come on. What relay or object is located under the passenger seat and what may the reason be for the car not starting? Also how do I go about repairing it?
