1990 Honda Accord Brakes Not Getting Fluid on Front Driver

1990 Honda Accord 4 cyl Two Wheel Drive Automatic
The brakes seem like they are not getting fluid on the drivers side front or rear passenger side. The other sides are fine. What should I look at? Where is the proportioning valve?

Most likely a collapsed flex hose or a stuck caliper.
