When headlights turned on for normal driving, neither headlight lights up. When Hi Beam selected both lights come on. Lights tested ok for both low/high beam with external battery. pulled left 10 amp fuse for low beam and used voltmeter and got no reading. Reads ok when on hi beam at the 15 amp fuse. All fuses ok. Replaced steering wheel "yoke" assy. no change
