1988 Honda Accord automatic choke not opening choke plate

I replaced the choke heater, the linkage is free to move. Acts like no/reduced voltage to choke heater and thus always idles fast. Plate closes when cold but only partially opens when warm. Where is power supplied from and what determines the voltage?
