Has fuel but no spark

I have no spark and the tachometer just sits when I try to start it and no engine light either, but I get fuel to the fuel bar. So I replaced my ignition coil pack and nothing. I replaced the crank shaft position sensor and nothing. Then I replaced the ignition module and once again nothing. So I check the connection to the ignition module to see if I am getting power to it and nothing. I did get power with the ignition positive prong and I got 0.12 volts. So maybe it is the CCE power relay next to the fuel pump relay.

If you cannot scan for codes then you will need the special tool to diagnose why no spark. Otherwise buy all he ignition parts new and replace them or park it if you cannot afford to fix it.
