My oil pressure relief valve seems to be stuck shut. Where is it located? Is it accessible externally?

4.3-W That has a pressure relief spring in the oil pump, which requires oil pan removal, and might be one in the oil filter adapter, or cooler mount which ever you have. What is it doing anyway?

It's blown the o-ring off the filter, and spit out all the oil, twice now. The relief valve isn't in the adapter, so it must be on the oil pump.
