What is the best way to loosen a stuck belt tensioner?

first thing is how do you know it's stuck? If it is and you are going to have to change it anyhow just unbolt it and make sure your hand isn't in the way when it lets the belt go. either that try to take a large bar and break it loose then unbolt it
