1996 GMC Sierra Four wheel drive not ingaging

When I push the button for the 4x4 the light only blinks and does not ingage, what could be the problem? I was told that 99% of the time, its the silanoid on the front axle, I replaced it and still doing the samething, not ingaging and light still blinking?

It will not mode shift from 2hi to 4hi, even in neutral at a stop? The actuator would have just giiven you no front axle, the transfer case would still select. It could be a faulty encoder motor. The thing to do would be to install a scan tool and view that the inputs are being requested. Is there a Service 4WD light, does it work at key on(is it non functional). Another thing to check with a scan tool, is if there are any transfer case codes.
