1998 GMC Safari Power door lock won't open door.

1998 GMC Safari 6 cyl All Wheel Drive Automatic

1998 Safari passenger side door lock actuator will not fully unlock or lock. Replaced actuator with a new unit, but it only partially moves the arm to unlock or lock the door. I can move the locking lever by hand easily, so there doesn't seem to be much mechanical resistance. Could this be a wiring issue? All other actuators work by pushing any any switch.

More likely an issue with the latch assembly. Try lubing it with a light oil like WD-40 and see if the solenoid will work, You can use a meter to see if it is getting a full 12 volts and if the ground is good

I get 12 volts at the plug on both passenger and drivers side. Pulled drivers side plug off and tried to unlock again, but still no luck. After about 5 times of pushing the lock and unlock switch, the actuator stopped working. I waited a few minutes and it started moving again. Sprayed mechanisms with WD40 and worked them for a while, but have the same problem. Could it be a bad actuator?

Possible, did you check the ground? It can do the same thing. Sometimes the wiring gets messed up where it passes from body to door, try wiggling the harness there to see if it does anything
