the van rolls over ,doesn,t fire, can hear a whine from the fuel pump when key is turned, should i change the fuel filter

Welcome to the forum. If It's been a while since a tune-up, start there. Also, use a gage and check fuel pressure. If you have the spider fuel system, the poppets are known for sticking.
With the engine cranking, do you have spark at the plugs?

Poppets are on the end of the fuel line coming from injectors, spider system.
