The fan for the heating /cooling system all of a sudden stopped working on 1-3 speeds and will only work on 4, the highest. We checked the blower fuse and relay under the hood and they are both good. Could it be the switch assembly in the dash or something in the blower itself?

Replace the blower motor resistor this the one that controls the speed of the blower motor thru resistances.
