2012 GMC C2500 Repair Question

96 sierra 2500, blower only works on high setting.
I have replaced the blower/heater control unit, it didnt help, the relay behind the glovebox seems to work ok. I unhooked the wires from the blower motor and voltage only gets through when the blower is on high setting. I am now at a loss, where do I look next. Any suggestions would be greatly appreciated.

The lower blower motor speeds run through a resister. The high speed blower voltage does not. You have a bad resister and that is why the blower only works on high....
