Front bumper removal

I am trying to replace the passenger side headlight assembly from damage. I removed the grill, multiple clips and bolts around the bumper from the brush guard etc. I found two bolts at the bumper/fender seam/juncture tucked behind the wheel well fascia, that I disconnected but did not remove. These are the only two I could find that seemed to still be holding the bumper on. I was able to remove one but could not reach the other. Is this difficult bolt to reach the one still holding the bumper on, or, am I missing something else? I searched high and low for diagrams for this vehicle but could only find ones from other design years or similar vehicles, like the Titan or XTerra.

If you pull the wheel liner they call it front fender protector bolts/pins in front pull fascia off I think is enough to get to headlights when bumper doesn't need to come off. See pictures for instructions.

Thanks for the response based on these images I am actually not sure why it did not come off the only thing I did not do was remove the wheel well covers fully. He bumper was still snug under the headlights so even if it did not need to come off entirely, it was still shielding the lower headlamp bolts. I am stumped but I think what I will do is fully remove the wheel well covers and see if that helps. Thanks for the images!

Well you should not have to take the wheel liners off if you undo them so the fascia will come off you should be able to move them out of the way and get to headlights.
