Power steering, rack and pinon problems

1999 ford windstar LX 3.8ltr 98,000 miles. Power steering pump starting going out so we replaced it but still had no power steering so we replaced rack and pinon, high pressure power steering hose and have put 6 more power steering pumps in, have bled the system for hours on end and our mechanic still cant get power steering or the loud rumbling noise to go away. They have been working on it for 2 weeks and still have no good results. What can we possibly do now? :Cry:

MAybe one of the ford guys can fill in the blanks on this but there is a special bleed procedure that involves putting a vacuum on the pump reservior. Pretty sure that Ford makes a special tool for it, but we had improvised. You couldn't let the fluid get too low or it would suck air and take you back to square one. I want to say it was a 30 minutes procedure that required you to turn the wheel from stop to stop slowly while it remained under vacuum every 5 minutes for a half hour.
