2000 Ford Windstar Voltage

I have problem with power window, power lock and some other electrical issues... Due to the voltage???

These controls go thru the driver's door mudule, then the GEM module, check the voltage with a voltmeter at the battery terminals, with the engine running it should be 13.8-15 volts. These modules are fairly expensive, so I would have the van scanned for codes, by a shop that can read body codes...
