2000 Ford Windstar Speedometer not registering above 25 mph

My speedometer doesn't go above 25 mph regardles of how fast I'm driving. I'm trying to find out if this car has a cable or speed sensor so I can replace it.

It has a speed sensor located on the transmission. Here is a picture of what you are looking for.

Let me know if this helps. NOTE: It may actually be the speedo itself. Many times when there is a problem with the speed sensor, the trans won't work properly.
