2000 Ford Windstar Solenoid clicks but van will not tirn ov

I have to 2000 Windstar - the other when trying to start the Van all I got was a clicking from the solenoid. I have replace both the battery and starter and I am getting the same clicking from the soleonid when the key is turned to the start position. I have verified that the connection at both the stater and battery are clean. I have check and verified voltage at the starter and pin tested the starter relay and both are fine. I have noticed that when the key is turned to start the gaiges on the dash board all peg to the max for each and then return to the starting position.
