1999 Ford Windstar Repair Question

Power steering whine/noise
Steering problem
1999 Ford Windstar Engine Size unknown Front Wheel Drive Automatic 125000 miles
When I drive the Windstar when making turns it will make a whining noise. I have added more power steering fluid and the problem goes away for awhile until I will drive a greater distance (20+ miles) and when I return to town the noise returns. I have checked for leaks underneath but cant seem to find any. Is it time to get a new pump or check to see if the high/low pressure clamps/hoses have leaks? Any help is needed. driving my wife insane.

You can not burn or hide the leak its there you just haven’t found it yet
if you are add fluid
you have a leak
if all dry and no leak found
look and check the rack and pinion check the boots at the end if full with P/S fluid
also start van and turn steering to one side all the way and hold it in that position and look for leak
