1998 Ford Windstar Van stalls at idle

My ford windstar wants to stall when in idle or at red lights, when in idle mode the van jumps like the engin wants to jump out from under the hood and it revs all the way up to 35000 rpm the way back down till it stalls, other than this problem it runs great. We recently had an emmisions test and oil change and the results were fine. Does anyone know what's wrong with my van? How can I fix it?

My first guess is that the Idle Air Control Valve (IACV) is sticking. It is mounted on top of the throttle body with two 8-mm bolts. It is easy to replace.

Otherwise, a large vacuum leak or faulty PVC valve could cause an idle surge. But with this option, you would likely have a check engine light and/or troublesome performance at all engine speeds.
