1995 Ford Windstar AC Problems

Hello, I have a 1995 ford windstar 3.8L that keeps blowing warm air from the AC vents. I have replaced the compressor, accumulator, condensor, high/ow switches, drive belt and charged it with leek protector (no leaks seen), then charged with 2 cans of 134a. Still warm air? I cant figure this out and need some help, as I am missing sonthing.

Are you getting power at the compressor clutch with the system on, and if you hot wire the comp clutch are you getting cool air?
