1987 Ford Truck Rear wheel locked

The rear wheel is locked up. Backing up is possible but with difficulty. Backing up is easier but something is locking the wheel. Truck otherwise has been mechanically sound.

Need to pull the drum off and look at the axel seal, make sure that it is dry.
Take a small screw driver and pull the rubber dust covers back on the wheel cylinders and make sure that it is dry there also.
It just takes a very small drop of grease or brake fluid to lock up the brake.

At the backing plate there's a hole that you can go thru to adjust the star wheel to contract the shoes don't work you have to pull the drum
