Car wont start

Engine Performance problem
1974 Ford Torino V8 Automatic 67000 miles

had problems with it running before, would have to pump or hold the gas pedal down multiple times to get it to start, especially in the cold. first the timing was off so i had it retimed. when it was running it would idle very high when in neutral but when in drive was very rough. Car won't crank over, i replaced the fuel pump, put new battery in it. I think its the choke on the carb but im not for sure. 2bl. any help is greatly apreciated.......noticed one of the spark plugs had oil on it and the wire was damaged...could this be the cause?

Check the choke plate opening and the fast idle cam adjustment
