2003 Ford Taurus Keeps running after shut off and key is out

Engine problem
2003 Ford Taurus V6 Front Wheel Drive Automatic 40k miles

The engine keeps running after I turn it of and remove the key. It is not the ignition switch that test ok. Is there a relay that might be bad. Removing the Batt term will not shut it off either. The only way to shut it of is to remove the big blue fuse in the fuse box. Pretty sure its a relay problem but do not know which one.

Do you have or had an alarm or remote starter installed Or any wiring work radio any thing If so I will start by rechecking the work

I would swap out the PCM power relay here is the location, its sounds like it is stuck on. Check out the images (below). Let us know if you need anything else.
