2002 Ford Taurus Car Wont Start

2002 Ford Taurus

Car wont start when turning ignition. Have battery power, lights come on, bell rings, have 12 VDC at battery and also the starter with meter reading. I've checked all the fuses and relays in the box by the battery. What could the problem be?
