2001 Ford Taurus SES little heat

I have replaced the water pump, radiator cap, temperature control switch and 3 fuses. Checked tha actuator - working ok. Flushed heater core - water goes through. Still only luke warm heat. Could the heater core still be the problem?

check the heater bypass hose behind the engine in front of the core,,, a lot of cores have been plugged, when system is flushed, water takes the easy way thru the bypass and the core doesn't get a full cleaning.. if this is definitely not your issue, check the blend door operation to make sure you're getting full heat..
