The heater only works on high. The switch control has already been changed. What could be the problem.

Sounds like you may have a faulty blower motor resistor. Located near blower motor assembly in dash. Check this first and I will follow up.

That was the problem it didn't look bad, but when you put a Multimeter across it was open. I replace and it now works fine. Thanks for the help.
