2000 Ford Taurus O2 sensors not heating at idle

all four O2 sensors are not heating up at idle. watching them with scan tool the voltage on all four goes very low, engine fuel control switches to open loop. what controls the heating of the o2 sensors? fuse, relay, pcm?
