1999 Ford Taurus Engine surges 300-500 RPM when stopped in

1999 Ford Taurus 6 cyl Two Wheel Drive Automatic 100K miles

IN reviewing all the questions and answers on the topic, my problem is not that radical. I am not seeing a surge of 1 or 2 thouand RPM. I do have to put the transmission in neutral when stopped in order to avoid "creep. I have used Fuel Injector Cleaner, Fuel System cleaner all to no result.

Is this a transmission issue of an electronic sensor issue such as IAC or Idle Speed Control sensor.

Is this a fix I can do easily?

Clean out the idle air control valve and also the MAF sensor with an electronic cleaner CRC and also test the throttle position sensor-
