1998 Ford Taurus

A couple days ago there was a tornado watch in my area and as we were driving to the shelter we drove on high waters and the engine shut off. The heighth of the water was to knee (average person). Now the engine won't start, what should or can I do?

Check air filter if full of water
also you have to remove ALL spark plugs out and turn the engine
also use a vacuum and clean manifold of water if any
remove PCM fuse and or relay to disable spark and fuel pump
crank engine until no water coming out of the spark plugs area
do a tune up and oil change
