1997 Ford Taurus system failure will not turn over or start

the battery is good, changed the starter, cables on tight,but i get the dinging bell when i put the key in but when i try to start the car i get a clicking noise by the battery and no lights come on the dash except for the check engine light will flash in sequence with the click. then the power cable to the battery will smoke a little and the the fan kicks on. its like the brain is telling it to do things out of sequence. I am lost when it comes to electrical help me fix this and i will be your biggest fan. thanks Roy

first ill test the waters here and ask some simple questions see if thers something over looked then we will get more technical.

did you clean the terminals of corrosion and change the starter solenoid/relay?
