1996 Ford Taurus Car blows cold air in heater selections

My daughters Taurus blows cold air when using the heater in all heater modes. When in vent it blows warmer air, not hot.

I have taken out the access panells to observe the diverter and temp mix valves but have not taken the system apart. All valves actuate.

What do you recommend is cause?
