1995 Ford Taurus Fuse Problems

1995 Ford Taurus Front Wheel Drive Automatic

I have a 1995 Ford Taurus GL. The 15 amp fuse for signal lights recently began to continuously blow. I found a wire hanging from the fuse box that I believe is a ground wire but not sure where I am to ground this wire at. The wire I found is black with a a red square plastic end.Could this be the ground wire? Could this be the reason my 15 amp fuse for my signal lights keeps blowing? Sometimes even my fan for my heater won't work for a while. Am I looking at two different problems?

yes mason prob two diff probs. the fan motor could be a bad connection at the motor . or a bad motor they have a circuit breaker that will kick off if the motor pulls too many amps and then will reset itself. the prob with signal check all 4 sig bulbs and wire .the ground wire unless it is touching a power wire will not blow fuses...if the sig fuse blows the prob will be isolated to that circuit. good luck please vote for us billymac
