1987 Ford Taurus Electric Fan not coming on

I took off the cover over the radiitor and found a coumpeter I think. I reached down and took off the plug to the electric fan and gave it 12 volts and it ran for the first time since I had the car. The AC did not work when I bought it and the temp guage hardley moves. The raitor is full with coolent.I took a short trip the other day and turned the switch that sends the heat to the defrost, floor , off, etc,on. The cab started to fill up with steam and fog the window, so I shut it off. I headed for the nearest gas station and left it running and poped the hood. I sprared a little water out of a garden hose on the raditor to cool things down. I was able to open the raditor cap 13 pounds with a small rag over it with no overflow or spray. It was full so I put the cap back on and put a little water in the reserve tank that was not dry.I guess my question is and I am in hot Florida is this normal? I asked another Wrench man and he said the car most likly is OK it just did not get hot enough to tuurn on the fan. He said the temp guage should get up to around 3/4 before it should come on. Do you think this is right? I just don`t want to get broken down some where. Do you think the heater box is shot and that is why the AC does not work? Thanks ahead of time for what you give for a answer.
