1991 Ford Station Wagon Repair Question

1991 Ford Station Wagon trunk will not open.
Interior problem
1991 Ford Station Wagon Front Wheel Drive Automatic 80,000 miles
I am not sure where to place this question.
My back trunk on my 1991 Ford taurus Station Wagon will not open anymore. When I put the key into the keyhole, the key turns but nothing happens. I feel like the trunk is jammed in some way. My grandfather who was a mechanic attempted to figure it out but he couldn't take the back panel off because the trunk is closed. The major problem here is that my back lights cannot be changed because you most open the trunk to do so?
Does anyone have any advice!?

The panel has to come off to access the linkage. Something has either broken or come apart.
